Digests going out with oly one message

A list-owner reports that her digests are shipping with only a single 
message, despite queued messages.  I'm not seeing what's wrong in this 
configuration:

> desc=Daily Digest
> maxsize=9000
> maxage=1h
> maxmsg=15
> newmsg=0
> separate=7
> sort=numeric
> subject=[$LIST] Daily Digest: Volume $VOLUME #$ISSUE ($MESSAGECOUNT

Yes, I realize that maxsize is very large.  And as for "separate" -- 
what is the unit for a timespan if no unit is specified?
