Any way of 'stripping' attachments and posting a URL ... ?

Its something that has recently been brought up on the Pg lists, and 
figured I'd see if maybe there is already some sort of provision for this 
within Mj2 ...

Basically, the desire is that if someone sends in a patch as an 
attachement to a list, the patch is strip'd out and put in a web 
accessible location, and just the URL to the attachment posted to the list 
...

Possible?
