When set to closed, I receive this response:
| The "test-ml" subscriber list could not be accessed.
| **** Your request was denied.
| **** 
| **** The "who_access" setting is set to "closed".

If I use the master password, "approve test-ml-password who" then yes, 
the who command works, regardless of whether the sender is a member 
of owners.
