It counts against their bounce total.

Because thats my preference. I keep encountering users who sign up and then
bounce messages back to the list because their spam filters are too
restrictive. Every message from the list I run is hand checked by the
moderators to ensure that no spam or off topic message gets sent. I don't
really have very many options for users who don't add counter-weight rules to
their over-sensitive spam filtering for lists they've signed up for, other
than to warn them and then unsubscribe them if it continues.

Okay, I get it now. The wording of "help shell_hook" is confusing to me since
it makes it sound like the shell hook scripts described are included (I'm not
formally educated in CS, and have never heard of a shell-hook previously). I
understand now that they are not included. In my opinion, it would be more
clear if it were specifically mentioned in the shell-hook help that the
scripts are not included, they are only called - and will only be executed if
you put a script there that is named appropriately.
