Michael Weiser posted patches in December that would make packaging 
easier.  One patch has been applied to CVS.  The other patches do the 
following:

1. Prevent the createlist-regen command from being run to regenerate the 
aliases and configuration files during "make install".

2. Prevent the  installation  default configuration files from being 
created during "make install".

3. Allow the DESTDIR environment variable to be used to specify the 
package's temporary directory.

As Steven Pritchard suggested, the "make domain" and "make siteconfig" 
commands need to be reimplemented so that package users can issue them.
