It doesn't need one.  Section 4.1.2 of RFC 2821 defines the reverse path 
argument to the MAIL FROM command, with which VERP is fully compliant.  It 
was compliant with the corresponding section of RFC 821, also.

Sorry, but once again you are completely mistaken.  The reason that some 
other list software only VERPs some of its mail is the expense of outbound 
(not inbound) handling of per-user bounce addresses in MTAs like sendmail. 
Systems that handle per-user bounce addresses efficiently can and do VERP 
everything.  Ezmlm, which is designed to work with qmail, VERPs 
everything.  If you look at bulk mail from large commercial mailers that 
use specialized high performance MTAs, nearly all of it uses VERP or some 
other per-message bounce address now.
