Another question about access_rules

I set DEFAULT:nounsub to ref $OWNER

post
forward=$OWNER, replyfile=UnsubFoundInText
$admin_unsub >= 50

But it looks like variables don't seem to work in the access_rules, only 
in the files they refer to. Can someone please confirm this? Also, if this 
is easy t5o implement, it seems like other people besides me could benefit 
from it.
