There are basically three ways to alter the body of a message: add a 
fronter or footer; remove an "Approved" line; or filter the message 
using the attachment_filters setting.

If the blank line problem occurs even without the "Approved" line (was 
it in the body or the headers?),
that probably rules out the second possibility.

Does the archived copy of the message contain the extra blank lines?
