plaintext problems.

When people send stuff that's not plaintext, a number of characters get 
converted to "?". One example is, in html, "&nbsp;" which is just a space 
but comes out as a ?mark.

Can we do something to either reduce or eliminate the ?s?

For example, can we just discard nbsps or just make \b+$nbsp become one 
space?
