No. because the "registered on" date is equal to the "data last changed 
on" date.

The configshow command says the list owner will be informed, but because 
it's the GLOBAL config, you're saying that the domain owner will be 
notified, correct?

Also, I added this line to my inform setting:

register | succeed | inform

I hope that's correct.
