Problem with UTF-8 and postblock

I have this in my attachment filters:

text/plain | allow
/./ | discard
text/html | format
text/enriched | format

The attachment rules have this

text/plain | require

The problem is that some people send UTF-8 which looks like this:

    1      24 lines   Text/PLAIN
    2.1   ~29 lines   Text/HTML (charset: UTF-8 "Internet-standard Unicode")

What gets passed to everyone on the list is a  blank message.

Also, the person who sent it has postblock set. But the message goes 
through anyways AND when it shows up blank, it has no footer like it 
should.

I am verstumped.
