I'll take a stab at this one: If you have a list of moderators and they have 
the token used to approve, then the act of having the token is the definition 
of the security system. Anyone who has that token can approve it and since the 
token also comes with the ability to approve via the web confirmation 
interface, the confirmation is inherently as anonymous as there are people who 
are moderators. If the confirmation is done from the commandline, or via 
email, you might be able to see whodunnit, but if it happened from the web 
interface...
