[mew-int 2727] character sets

Hello Again,

how can i make Mew choose the proper character set to encode a message? I'm trying to send messages with german "umlaut" characters, but mew always chooses "iso-2022-jp-2" as the character set. 

The manual says that "On Internationalized Emacs, the character set of the transfer form is chosen based on rules defined by Mew.". What are these mysterious rules?
