My guess is that the file placed by your hand in
/usr/share/emacs/site-lisp/w3m conflicts with the installation.

Could you please try the following commands?

  # rm -rf /usr/share/emacs/site-lisp/w3m
  # apt-get --reinstall install w3m-el-snapshot
