`C-u C-c C-l utf-8 RET' works for me.

Examples:
  - Type `C-u C-c C-l utf-8 RET' to force UTF-8
  - Type `C-c C-l utf-8 RET' to prefer UTF-8
  - Type `C-c C-l Chinese-GBK RET' to prefer Chinese encodings
