[mew-int 3194] Problems to send attachment with Text/Plain(windows-1252)

I get an incoming text attachment in Text/Plain(windows-1252). I save
the attachment to a file x.txt.
I compose a new message and add an attachment region. Then I use "c"
to copy the file x.txt to the attachemnt. Then I change the charset
from Text/Plain(guess) to Text/Plain(windows-1252) by typing "C" and
change the encoding by typing "B". That seems to work so far.
The attachment region then looks like this:

When I then try to send the email, it will not be sent but I get the
message "nil".
I wonder why I can not send it as Text/Plain(windows-1252) when I can
send it as Text/Plain(guess) and why I don't get a decent error
message.
This is on emacs 23.4.1 and mew 6.5.
This does not happen often because most of the people I communicate
with are sensible enough not to use windows-1252, but when it does,
it's annoying.
