I think it is still POP.  Certainly POP should work.  Based on
watching the experience of others, if Microsoft were to ask,
they'd be happy to tell one that the needed support is integral
to Outlook Distress and Outlook -- why would you need to use
anything else?

Unfortunately, I've never tried to set Hotmail or one of its
clones up, so I don't know, but the problems are usually not in
choice of protocol but in, e.g., security configuration.  I
don't know how to find those requirements for Hotmail, partially
because the vocabulary used my many email vendors is different
from that used by Mulberry.
