Preferences/Outgoing/Reply/Caption:Set - turn on the "Cursor at top" option.

Note that this puts the cursor at the very top of the reply - that is not 
ideal for me as I have a "Hi XYZ," salutation automatically insert at the 
top or the reply quote and would want the cursor one line down from that. 
If you don't mind typing the salutation yourself each time then that option 
will work fine.
