Sorry for the delay in getting back to this.  I've been living
with the workaround, trying to get some other things done, and
eliminating other causes (the latter was, in retrospect, mostly
a waste of time)...

Been so long since I used it that I had forgotten it was there,
so many thanks for the hint.  It isolated the problem rather
well, now I don't know what, if anything, can be done about it.
Enabling SMTP and error logging, on the Windows 10 machine,
errorlog.txt just contains three lines, "starting...", "stopping
exception session", and "logging stopped".  The SMTPlog.txt file
contains, as I would expect, SMTP command dialogues.   On the
Windows 11 one, the SMTPlog is empty.  The errorlog.txt file has
the content that follow (sorry about length, but I don't know
what is important).  Any hints about what this might mean other
than Mulberry is calling on library routines that don't exist?
Ideas about possible workarounds?
