[v2] Run shellcheck with check-local and in CI

Changes from v1:
- Run shellcheck on FreeBSD
- Use .shellcheckrc to ignore x-prefix warnings instead of using
  comments

Despite what I said in my mail a few minutes ago I just added the
.shellcheckrc solution now. If someone is not happy with it we can
change it later or I send a v3.
