Yes, this is the right place to make the request.  Thank you for posting

I think this is reasonable.  I've heard others in the past voice similar 
questions about how to "just" collapse or uncollapse instead of 
toggling.

I remember the code being a little intertwined, but I'll create a 
feature request on GitLab and start looking into this.

Perhaps we need to create new functions, since we can't easily change 
the old behavior without breaking a lot of configs.  Something like:

<open-thread> <close-thread>
<open-all-threads> <close-all-threads>
