I mulled it over during dinner, and I'll save you from having to say it.

I think you and Raf are right.  If someone sets $TMPDIR, then that's 
where they want temp files to go, and we should respect it.

I'll wait a bit for other feedback, and if there isn't any, will email 
out a v3 patch set with that change along with some documentation 
updates that Raf suggested on gitlab.
