That's what the -I and -L flags should be doing.  They are searched 
before the system includes/libraries.  But because your ~/sw/lib didn't 
have a ncurses.so file, mutt found the system ncurses.so file and used 
that instead.

A workaround for now would be to just create a symlink under ~/sw/lib 
from ncurses.so to your ncursesw.so file.
