[PATCH 4/5] Fix 'make distcheck' issues.

check_sec.sh doesn't have permissions to create the tempfiles, so
specify --tmpdir to create them under /tmp.

The manual.xml doesn't exist inside the dist build, so just add an
existence -f check around it.
