Mutt isn't calling time() immediately in either case.  It scans the file 
first in mutt_update_encoding().  But still this is a good find.  It 
seems like a file system bug to me, but if it's affecting Mutt in Debian 
then we should do something.

Does changing the stamp to time(NULL) + 1 work?  If not, then we can try 
changing it to invoke stat instead.
