Answering my 1 own question
Add to muttrc for signature based on to address

send-hook . 'set signature=~/.signature'  # default settings
send-hook '~t ^user@monkey\.net$' 'set signature=~/.signature1' # uses 
signature1 when sending mail to [email protected]

I am still baffled on the mailing list setup
