What Mutt calls "bounce", RFC 5322 and most mail readers call "resend".

That Mutt function is:
b           bounce-message         remail a message to another user

Mutt has a different feature it calls "resend":
<Esc>e      resend-message         use the current message as a template for a
                                    new one
