Why would you want the behavior of that function to vary by folder? It replies to any mailto: URL that's in List-Post:, which should go to whatever list the original message came from. Have you tried <list-reply>? Does it do what you want? (You don't have to send the reply, just see what Mutt generates in To: and CC:, and then abort the reply.)
