Thank you Kenichi.  The email is very helpful.  In order not to send a 
bunch of debugging emails to mutt-users, I've opened a gitlab ticket, 
#504 (https://gitlab.com/muttmua/mutt/-/issues/504).

I've created a debugging branch, and uploaded an mbox file with just the 
single garbled line (for now) to the ticket.  Would you be able to 
assist me with running the branch against that mbox and replying in the 
gitlab ticket?
