If you'd like to be prompted beforehand, set $askcc and/or $askbcc.=20
 From those prompts you can type a query and then invoke=20
<complete-query>, by default bound to ctrl-t.

Alternatively, you can wait until after the first edit session, and in=20
the compose menu edit the Cc/Bcc list via <edit-cc> (by default bound to=20
'c') or <edit-bcc> (by default bound to b).  Again, in those prompts you=20
can type a query and invoke <complete-query>.
