NeoMail 1.24 has a known issue with the later versions of SUID Perl.

Tod has a great "Unofficial" FAQ at 
http://warmerbythelake.com/neomail/faq.htm which addresses your issue in 
the first question.  Personally I recommend to upgrade to the latest 
rather than just install the patch unless you have more specific concerns.

You can find the latest and greatest version of NeoMail at 
http://neocodesolutions.com/software/neomail/ (currently 1.27 as of this 
writing).

If you get the latest NeoMail installed and still have problems, let us 
know!
