I had the same problem and finally solved it yesterday. There is a patch to
fix this problem if you search the archives, but the patch is broken due to
<CR> mess and stuff.

A much simpler way for you to fix the problem is to download my neomail.pl
file. http://bengtsson.net/neomail.pl.gz

Gunzip the file and replace your current neomail.pl file in your /cgi-bin/
folder. Take a look att the user rights and ownership of your current
neomail.pl file and adjust the permissions on the new file.
