I can't give you the last answer to this, but i think yes,
as long as perl and possibly suidperl are installed.

In my shell this would mean, i am not in the right path, or
setup.pl isn't executable, means you have no right to execute it.
You could try
perl setup.pl
too and check for the permissions of setup.pl.
