I think that is a proposal - not a standard. And even if I am incorrect, the MUAs are the ones that need to be fixed. I just searched through all RFC's and not one has 'mail-followup-to' (any or mixed case variation) in it. The only draft (draft-palme-mailext-headers-08.tx) that has that string specifically says it is non-standard. So, nope.
