Email address mobility

Users want to change ISPs without changing their email address.

One can argue that they should get their own domain which allows them
already to do this, but it sure would be nice for users if this isn't
needed.

This is similar to mobile phone use: For years telecommunication
companies have told everybody that it's not possible to take your phone
number with you when you switch to another company. But regulators
forced the companies to implement it and today it works in many countries.
