Legal Requirements?

Hi,

old mail system has been designed once upon a time where
nobody did care about internet laws. 

Today we have heaps of laws. Some countries don't allow 
encryption. Germany has a law about signatures, which allows
to make a digital signature nearly as good as a hand written
signatures if particular requirements are fulfilled. Some countries
allow employers to read their employee's messages, some not. And so
on...

Are laws and legal requirements subject of this working group?
