hmmmm.

there are various good reasons why an organization (corporation,
school, government body) might want internal hops for outbound
mail. 

if you mandate one hop from an originating administrative zone
to a destination administrative zone, i could see that. i just think
that both ends of the transaction need the flexibility to manage
their internal infrastructure as they see fit.
