Fully agree.

This is a common problem with all standards organizations.

That's one approach. Another is to have clean separation of protocols 
and policy, making it easy for any participant to state and enforce 
policy. As you can tell, I'm leaning towards the latter, given the 
utter failure to date of the former in protocols such as SMTP and 
HTTP.
