Suggest starting by defining the basic service that is to be provided

I have been reading some of the messages on the list and there are a 
number of interesting topics for discussion  I would like to suggest 
starting with something simpler.  Somewhere there should be definition 
of the basic service to be provided.  The service definition should be 
kept short and simple.  It can be difficult to define the requirements 
until this basic step is completed as evident in some of the threads.

First cut at service definition. 

This service provides the ability for an originating entity to send data 
to either one or more originator specified recipient entities in a 
non-realtime environment efficiently.  The service includes origination 
from and guaranteed delivery to fixed, mobile, and off-line users.  
"Guaranteed" indicates that delivery is completed or a notification is 
returned for each specified recipient entity.
