I was looking around the postfix cfg pages, but I didn't find the right page.
I'm pretty sure there is a maximum recipients per SMTP session option.
I suspect there is a way to do on a per-destination basis, probably with a
custom "master.cf" entry.  I suggest posting to a postfix list, and invoking
Cunningham's Law.
