Message decoding bug: =20 everywhere

Hi all,

I just received the attached message. It displays as follows in Pine 4.64:

In the HTML mime part, every space seems to have been replaced with =20.

Is this some bizarre Microsoftism, or is it a standard? Is it possible to 
make Pine deal with/work around this? Not that I like Exchange, but I have 
to work with Exchange users, and I don't want to dump Pine.
