Creating and archiving incoming folders -- extant? Or not?

Since early March this year, I have read and re-read help screens, FAQs,
etc., till I'm blue in the face -- with nothing near perfect comprehension
nor perfect recall. *Some*where* in all that, I think in the help screens,
in at least two places the question of prior existence of folders is
raised.

At one point, for some part of the purpose, the user has to make sure that
the folder in question already exists. At another, s/he has to make sure
it does not. I can't seem to find either place again.

The result is of course uselessness -- oddly enough, delayed uselessness.

Using ssh under Fedora to a remote machine on which I run Pine, I created
several new incoming folders, and pairs of archiving folders for them,
being careful to exit and restart Pine (but not ssh) at each step. Having
failed before, I also took the precaution to create new filters, too, with
new names. (The folders with those names did already exist in the folder
collection I was working with, iirc, just not among its incoming ones.)

Everything worked fine for the rest of the day. (This was on the same
California machine I've been using, as always, under ssh from Virginia.)
Next day, after logging off the remote machine and back on, I got the old
contradiction : Pine would report one of my new folders non-extant, offer
to create it, and fail on the grounds it already existed.

I deleted all the new incoming folders and filters I had just tried to
create, and went back to coping, albeit awkwardly, using ;PNZ against a
folder collection. (Thank God that was there! I hadn't realized you could
select among folders till recently -- and, of course, had to unmark things
"new" in literally hundreds of folders to use it.)

Given the error messages, I presume I must have transgressed somehow
against the extancy requirements. If someone would remind me where to
look, it might help.

NB: I do have one incoming folder other than my inbox. It points to
another server, and works. It does not have an archiving folder, so far.
