Rick, A bit off the mark, but the way that we've migrated users is to turn off their POP acccount, then add the same account as IMAP (both in OE), then users can drag/drop their POP email into their IMAP folders (same account). Once this is done, then the email is the same in both PINE (IMAP) and OE (IMAP), as well as WebMail and any other myriad of programs they want to use - aside from anything they might archive into local folders offline. This also allows for easy migration later (if you decide to use, say Thunderbird or such instead of OE). Of course, this would make server space/quota an issue depending on how many emails you keep/save/file (if IMAP is even available to you), so it may not be an option in your case...
