Probably not. Every terminal I've seen that does anything with mouse wheel 
events uses them to scroll the scrollback buffer. If you wanted them to 
send PageUP/Down instead, you'd lose the wheel-scrolls-buffer 
functionality and I'd bet 99% of that terminal's users that have wheel 
mice would complain. I suppose you could make this a configurable 
behavior, but I honsetly don't think it's worth the effort.
