PGP is fine, just needs integrated more. We all are periodically average in our lives, & a transparent PGP-PC-Pine system would end fumbling. Which is the present problem with using PGP & Pine or any other mailer. Secure, yes, if not under somebody elses control. I only recently thought more about the open email system though, & thought maybe there was something I missed in the security of email. So I asked a basic question here. My worst fears are still there, confirmed by response. Most of us email too often without thinking & sometimes need better security than we use. As you say, PGP encryption works great end2end. Just a nuisance as is. My research in recent days found a reference to PGP4Pine & a few other such items, need to track it down & learn more. And using scripts in Pine filters to provide PGP function is the best I found for a plug-in system to Pine vers 4. Obviously not an in-house option, PC-Pine required at least to get off the host systems. Essentially firewall protect yourself during the process. As for secure emailing only with other computer literate People, as we learn, we teach others, then they will follow - so we lead by example.
