This doesn't answer your question, but I don't remember ever having to
do anything with root privs to build a new pine.

It's one of the few pieces of UNIX software (that I've used) that you can
compile and just move around freely.  It doesn't have (as many?) hard coded
paths in it as most UNIX software seems to have.

That doesn't really answer your question, since I don't know how to do what
you want with ANY version of pine.
