To be pedantic, "the first 128 characters" of ASCII is the complete list of
characters in ASCII, sincd it is a 7 bit code.

Many of us, including me, use the colloquial term "high ASCII" for 8 bit
characters with the high bit set (i.e. 128-255), though that is technically
incorrect.

But my REAL potential answer, and I don't even know if it is the solution,
is that alpine may be the solution to your problem.  Alpine is currently
in development, and the latest release is .98 or .99 (I saw a mention of
.99 on the alpine mailing list, but I don't remember seeing an announcement).

One of the/the major feature of alpine is that it does Unicode internally, so
I believe it will handle problems like this a lot better.  Some of the 
developers, please correct me if this is wrong.
