ASCII Limits in Pine 4.64

ASCII Limits in Pine 4.64

Is there an ASCII limit in Pine 4.64, where anything over 127 is not
useable or displayable in the Setup-Rules-Filters entries?

Is there a way to use the 146 character in a Filter entry? Like for
"Gary's", where the apostrophy " ' " character is 146.

I receive email with the 146 displayed correctly in the message
body, as in "Gary=92s" (notice the apostrophy difference) like you
should see here. Yet I cannot transfer it to the Filters entry. It
totally disappears - will not display, which prevents the Filter
from working. And ASCII 146 cannot be loaded in Filters!

Is an escape character/trigger required? I cannot find one.
