When you're evaluating that the webform generated messages contain 
the text, are you actually looking at the raw message say using 
'less' or somesuch, or are you viewing it in a MUA which may be 
handling character encoding?

If the text is encoded or escaped in any fashion, you won't match it.

LuKreme's complaint about your message to the procmail list itself 
being in HTML instead of plaintext highlights the likelyhood of this 
being your problem.
