Doing RBL checks in procmail is really a waste of time. You want them done at the SMTP transaction phase.

Once again, you have given us very little to go on, but this looks functional. If you expect it to be *fast* that is not going to happen. Of course, you have to be sure to get the RIGHT IP address from the headers, and that is going to be tricky as there are different forms that Received: header can take.
